The European Commission’s EU Digital Omnibus Package, published on 19 November 2025, introduces major reforms to modernise and harmonise the EU’s digital regulatory framework. The proposals streamline rules across GDPR, ePrivacy, data governance and cybersecurity laws, while updating provisions on AI development, cookie consent, research, and data protection impact assessments. Key changes include a more contextual definition of personal data, a change to rules for AI training and operation, expanded recognition of commercial research, and consolidated cookie and tracking requirements. The package aims to reduce regulatory fragmentation, support responsible innovation and improve clarity for organisations operating across the EU. EFAMRO will respond to the consultation and invites members to submit comments by 13 February 2026.
